Add (optional) gulp file

While we should not require users to have nodejs, npm or gulp installed, it would be nice to include an optional gulp file into the app template which has targets for

optimising css
building the xar
deploy the xar to a default instance

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
