TOC: Rework pattern for selecting elements, that will be listed in the TOC

Some documents won't have a headline, but just division containers, that have to be listed in the TOC. Currently that distinction is not supported.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
